Add support for ssl driver flags

dbt-teradata doesn't support ssl-related config params. This request is to add support for ssl* flags.

Let's expand this issue and make sure that any flag documented in the driver https://pypi.org/project/teradatasql/ is also supported by dbt. As part of this story, we should make sure that all the flags that are supported by the dbt adapter are documented on https://docs.getdbt.com/docs/core/connect-data-platform/teradata-setup
