table.from_string works not properly

When any player who has access trying to use a table in chat and sends a message, error will be occurred.

Example:
Administrator trying to ban a multiple count of violators.
He opens chat and enters: /ban {Violator1, Violator2} 0 Rules violation.
After that, he sends the message to the server.

When the administrator sends the message, the system will parse the message and error will be occurred.

Nothing happened, violators at the server and violating the rules.
