Please report any bugs or feature requests to bug-tap at rt.cpan.org, or through the web interface at http://rt.cpan.org/NoAuth/ReportBug.html?Queue=TAP. I will be notified, and then you'll automatically be notified of progress on your bug as I make changes.
This is wrong and also the list isn't accessible either.

My rationale to keep it short is that specifications should be instructive rather than a conversation (In a new spec I would just have a 'Features & bugs' link).
We need a Contributing.md as mentioned elsewhere to explain once on GitHub.
