Switch highlighter to rouge

GitHub upgraded Jekyll to version 3.0. In the process, they dropped support for Pygments (which is a shame because it's language support is way better than Rouge). https://github.com/blog/2100-github-pages-now-faster-and-simpler-with-jekyll-3-0

The config needs to be updated to use rouge.
