Registration issue during WI 2022 Conference

Describe the bug
Tuesday morning July 26, 2022 I registered in person at That WI. Lance Larsen was the person doing my registration. The registration seemed to work just fine because at 7:51 am I got the "Welcome to THAT Conference!" email.
On Thursday morning July 28, 2022 Brett asked my colleague if he had heard from me because I was a speaking that afternoon and I had not checked in. I was actually sitting at the table and I showed him my badge. He said he would take care of it and returned from the Ranger Station and said I was now checked in. At 8:37 I got a second copy of the "Welcome to THAT Conference!" email.
To Reproduce
This would be a really hard one to reproduce
Expected behavior
Registration works with an email or if the registration does not complete or fails, the first email is not sent.
