From what I gather, this is not implemented at all. When making the cnmt header, it is never modified or set to a specific value. It's left at the default of 0x00 [0x08 * 0x04]. This would be basically a requirement for making patched base NSPs. I know for an Application/base Title that it's irregular for this to be done, but it is a valid use case and has happened before. I.e., Bayonetta has a base NSP for v65535 (v1.0.1 display version), this means it came pre-loaded with the v1.0.1 update.
