Question about ruins & herald from everyone (dev version)

This event is triggered to everyone Player and AI alike, an example being like "Herald from Sparta" or "Herald from Veia" basically saying the same thing meaning they also got the event
The second thing is more of a question about the ruins that never disappear
I saw this ruins 80 years ago
