Replace the admin tax setup notice

I've never particularly liked the notice that appears in wp-admin when a vendor has not yet completed their tax setup. It seems a bit intrusive and not particularly useful. I'm thinking we should explore other ways to present this information, such as:

1. Add a "Tax Setup Status" column to the WP Users table and show an icon indicating whether each vendor is set up to collect tax or not.
2. Build a "Tax Health Report" that shows the percentage of vendors who are setup to collect tax and lists those who aren't.
