Would be nice to have all our documentation on the same platform. There is a package for this we could use https://www.npmjs.com/package/@rnw-scripts/doxysaurus

Migrated to using sphinx instead. The NPM package before had a number of broken dependencies I didn't fancy fixing or maintaining.
