Consolidate Some Plugins into Core

The following plugins are slated to have their functionality migrated into FLHook Core:
- NPC Control (spawning and resource management)
- Crash Catcher
- Spin Protection
- Rename (Only partial)
- Killtracker
- Stats
- Condata
- Sound Manager
- Misc Commands

After further discussion KillTracker will not be integrated into Core. The rest are done.
