the relationship between spectral efficiency and VRF

I would like to thank you very much for your interesting paper and uploading its code as well. you have defined in your paper spectral efficiency with equation (2). later you mentioned by minimizing the VRF we can achieve better spectral efficiency in equation (3). would you please explain it more and how can we increase the spectral efficiency by minimizing the VRF?
