Window control buttons invisible while using non-default theme with hidden tabs.

While using hide-tabs-windows.css, any themes with a background image in the theme makes the window control buttons invisble, but you can still click them. Looks like this.

Same issue here on 66.0.2. It seems to be an issue with all themes though
