General improvements

Summary

There are some small updates/fixes to make:

• Update Python version
• Update all dependencies
• Refactor logging constants
• Fix pyproject description (Log instead of Logs)
• Update version in rest docs
• Do not log proportion of executed duties in cicd mode
• Update pyproject python version to allow all Python 3.12 versions
• Fix docstrings
