mouse wheel scrolling pans the page up and down [Windows, Chrome]

I'm not sure whether this is intended, or whether it should even behave that way in the first place, but when I move mouse wheel up and down the whole thing scrolls (pun?) up and down, and I believe it would be a bit more intuitive if it would zoom in/out instead
