Switching the layout using X11 doesn't appear to work - XkbLockGroup doesn't appear to do anything (at least on Ubuntu 20.04) and I haven't found any other way to change the layout. So a different strategy will be used: new settings will be added which indicate how the user switches their layouts. Then the app will emulate pressing those keys to switch layouts 'manually'.
