Real Time Clock

What steps will reproduce the problem?
1. Enable Real Time Clock
2. Play a game with RTC on
3. Check the day

What is the expected output? What do you see instead?
Day is broken in this branch.

What version of the product are you using? On what operating system?
All versions.

Please provide any additional information below.
The Real Time Clock function doesn't work. It's a shame, too because I really 
like this version of the emulator because it has a working AVI record feature 
and the cheat search isn't butt.

Please name such a game where the problem is manifest.

Rockman EXE 4.5
Possibly other RTC games.

This issue seems to only affect the old GBA_CORE_V7. It is now fixed on r475.
You could wait for a new build of that branch or use the -24m versions as an 
alternative.

Just checked out the 24m version but the biggest turn off is how the interface 
was downgraded to a Windows 2000 look.
