Complete UI implementation for a user's saved stops and lines, based on our Figma wireframes.

Detailed Description

Note that these changes likely cannot take place fully until #163 is completed. However, styling can begin earlier based on the set-prefs and set-routes sections of the Figma wireframes, without logic behind each button.

Context

These changes are necessary before the MVP is launched. They will provide a basis upon which we can iterate logged-in user functionality.

Possible Implementation

Please follow what's laid out in the Figma board as closely as possible. If there are assets or stylesheets that should inherit from elsewhere or be shared with other pages, be sure to note that. If you have questions about the underlying logic being implemented in #163, please ask on this Issue or on Slack.
