Add user configuration page

Allows signed-in users to configure options about their experience on the site. We need to flesh out what can go here and where it exists on our roadmap.
Detailed Description
The link to this page should only exist if the user is signed in. It should exist on the top bar or within the hamburger menu. Attempting to access this page when not signed in should redirect to the home page. Some discussed options for what this page could hold:
- Color blindness settings
- Password change
