Add Report Drafts

Users might see an issue, and not have the time they need to write down what occurred. Users should be able to start a new issue and save a draft, which will store their GPS coordinates when they made the issue draft, and record when the draft was made.

Essentially, this would involve adding issue drafts that might contain only a location or only a stop & line, and a timestamp for when you started them.
