Set up user participation tutorial for railways

i.e. update the Get started page: https://tmrail.teresco.org/participate.php (which is currently just a different deployment of the hwy page)
- Check and propose if we should generalize the existing description or should have a completely separate one for railways
- Agree with the contributors on the proposal
- Apply changes to the front end
