Gunpowder and TnT arrows does not deal recoil damage to it's owner.

When a gunpowder or tnt arrow lands on the player who threw them, all the damages are completely nullefied. Tnt arrows still damages the blocks however.
How to recreate:
Step 1: Create gunpowder/tnt arrows.
Step 2: Shoot the arrow in the air, above your head.
Step 3: Observe as the arrow lands on/near you and recieves no explosion damage.
Expected Behavior:
The explosions should deal at least a few damage if you somehow got stuck in the trajectory of your own blast.
