Deploy tracker to its own server

Let's deploy the tracker to its own address so that it's up and running and prerelease versions can test against it.

Is the tracker reached via an onion address or a normal domain name?
If it's not at an onion address we can't deploy without https I don't
think. If it's at an onion address no https necessary.
