Spell ranks don't change on talent specs that are not active

What issue are you having? Do you have any steps to reproduce it?
When I learn new spells and then switch talent specs, the buttons on the
second spec do not update to the new versions of spells. So, if I have rank
3 of a spell and learn rank 4, the button for the spell on the spec that is
not active stays "stuck" at rank 3. Is there a way to get around this?

This isn't related to Dominos, as the stock actionbars will do the same.
