solve pages without scenario 3

Alcochete, Mafra and Montijo don't have potential cycling network for scenario 3.
2 options:

  1. make automatic what to show or nor in municipio_index.Rmd
  2. create another special municipio_index_special.Rmd with those cases, removing the needed sections.
