Update hocr validation info

We are now using hocr-spec-python https://github.com/kba/hocr-spec-python for validating hocr-files. This information seems to be missing on several places:
- Python2 needs to be installed in the Dockerfile
- Add line in license section https://github.com/UB-Mannheim/ocr-fileformat#license
- Anywhere else?
