Passing the exact UBI amounts should produce exact budget neutrality. When rounding, we should ensure that, if it's a deficit, subtracting 1 pound from all the values turns it into a surplus, and vice versa for surpluses.

@nikhilwoodruff's notebook does this. Current designs leave deltas of under 5 billion pounds.
