GitHub Actions MacOS fails due to xcode config

We now get

xcrun: error: missing DEVELOPER_DIR path: /Applications/Xcode_14.1.app/Contents/Developer

root-cause is that macos-latest now runs macos-14 on M1, see https://docs.github.com/en/actions/using-github-hosted-runners/about-github-hosted-runners/about-github-hosted-runners#standard-github-hosted-runners-for-public-repositories. I guess we could still run on macos-13
