Pagination does not work

It appears pagination does not work via the API e.g. query page 1 indicates maxPageLimit: 2500 and totalRecords: 4912 but pagination.next:null and making a query with parameter page=2 just returns 204: No Content.
Similar query to a different endpoint query page 1 same issue.
