Remove CTOM='TOM06' option

The third moments in turb is not used in Méso-NH, AROME-FR, HARMONIE-AROME, AROME and ALARO from Austria, Hungary and Poland (mail from mario.hrastinski@cirus.dhz.hr).
ALARO-CMC use their own TOM options called under the key LCOEFK_TOMS=.T. (NAMPHY) and fully coded in acdifv3.F90
Cleaning of this option will help a lot for GPU porting
