Anyway, this is a quick guide: you have to fork the UPC/ravada repository, then edit the file lib/Ravada/I18N/hi.po . You should add there new strings you can find in the file lib/Ravada/I18N/en.po .
For example: I see looking at the bottom of the en.po file the line "Monitoring". This one is missing in the hi.po file. Add it there and translate it to hindi . I google translated it , so excuse me, probably it is not correct:
msgid "Monitoring"
msgstr "निगरानी"
When you are done, submit a Pull Request from the github web page.

Good question. I would say yes, if there is a word that can be translated to your language, do it. Though sometimes it may look too academic. Recently we received a great contribution in ru.po and I think they translated everything. Anyway it is up to you to decide.

@frankiejol just in case you don't know: you have to add hacktoberfest-accepted
instead of only hacktoberfest
to the PR if you don't want to merge before the end of October and it is a valid PR. But there is still plenty of time, so no rush. Just in case people rely on the PR count 😄
