Phone input in volunteer signup isn't using the formatting component

Currently, the phone number field in the regular volunteer signup process (views/SignupView/VolunteerForm/VolunteerSignupForm.vue) isn't using the vue-phone-number-input component.

i.e. it should be like the org partner volunteer signup process in views/OrgSignupView.vue.
