Saving a GMT+X.5 (half hour shift) timezone will shift availability 1 hour back

Happens because we're rounding down the timezone difference each time
Steps to reproduce:
- Save availability with a timezone like "Asia/Calcutta" (GMT+5.5)
- Refresh the page, save again
- See: availability shifting back 1hr each time
