Add sc1 method to calculate bval as the median of rval across all wllt == 'n' by aeid (not by apid).

Added sc1 method bval.nwlls.med and tested it with aeids 2699 and 2697. Successfully ran tcplrun(). Quality control checked hit calls so they align with the tiered testing strategies implemented by the UKN assay.
Added this as method 19 in the sc1_methods table in invitrodb.
