Wind/Smoke Widget: add BlueSky info to widget page

In the info pane of the Wind/Smoke widget in the EB COP, add the following details for BlueSky data:

USFS BlueSky/Websky Smoke Forecast
This tool provides a visualization of results from a wide array of daily smoke model prediction runs, particularly the BlueSky based smoke model runs done by USFS-AirFire.

@abprins I THINK that this is all available for editing in EB. The widget part is just the buttons and the text is just in the same panel as the buttons.

@tbock excellent, that's even better. I'll try it out once we're able to open the EB dev app.

@tbock I'll see if I missed something, but I have not found a way to edit any of the widgets directly from EB.
