SWMM tries to run blank file, gives misleading error message

This is a slightly unrealistic set of steps but I think we're seeing this error in more natural workflows. This is a fairly simple way to reproduce:
- open a file
- run a simulation
- open the time steps editor and don't change anything
- click OK
- try to run the simulation again
- dialog pops up asking you for a new filename, type in a new filename test.inp
- you get this error from SWMM: ERROR 191: simulation start date comes after ending date.
- if you check the files, your new inp file test.inp has the correct data but the file test_randomletters .inp (the file passed to SWMM for the simulation) is blank
