sc_get_comid error creates missing COMIDs

When multiple COMIDs are passed to sc_get_comid, the NLDI can fail for some COMIDs due to mismatch between NLDI and lat/lon. However, the sc_get_comid function does not fail. Instead it returns a shorter list of COMIDs than lat/lon list, but with no way to identify where missing COMIDs occurred.
