Add prefixing to functions

function prefixing like sf or tmap:
- sc_getdata (generic data query)
- sc_nlcd (just get NLCD data, fewer arguments needed)
- sc_nni (get Robert's nutrients data)
- sc_pest (pesticides data once we get it)
