This tab cannot be created until USEPA/EPATADA#47 is complete.
Mock ups for the outlier tab are available here but need updating:

The outlier tab should include and assist users with interpretation and decisions regarding:
- WQX upper and lower flags
- Within site outliers
- Within dataset outliers
- Measure qualifier codes for outliers
