GCIS Data-set URL QA

Ran the URL checker script on my dev box:
I attempted to run the script multiple times but soon discovered that the script did not run as planned. As a result, I updated all "CPAN" modules in my devbox; re-installed both Perl versions (v5.20.0 and v5.20.3), and updated my repository (repos). Still, the script would not run.
It was soon discovered that I did not have access to GCIS-stage. So, I edited the script to run against the GCIS production site rather than GCIS-stage.
Downloaded all dataset URLs to my machine and uploaded the table to google drive.
The URL field associated with all 150 "related" datasets in the GCIS has been updated and will be actively managed.
