Gagestats Bulk Upload Edits

We want to add another column to the bulk upload template which will state whether other of the same statistics for the gage should be edited to be preferred/unreferred or their statusID should be set to depreciated.

This will need to wait on issue USGS-WiM/GageStatsServices#76 for the statusIDs to be set.
