Use new NLDI polygon query

When its ready, we should replace the trace servcies (in the Query by Fire Perimeter workflow) with @Anders-Hopkins new NLDI polygon query. The docs can be found here: https://nldi-polygon-query.streamstats.usgs.gov/docs.

Updated the nldi_polygon_query service to take in a json object as the input (rather than a file upload). Redeployed these changes.
