Story

As authenticated, non-developer user, I want to see an explanation of Developer Portal and be given the option to join it when I visit developer.utdnebula.com.

Description

Create a Next.js page, index.tsx, that resembles the relevant frame in the Figma file for Platform.

Acceptance Criteria

  1. The page appears as shown in the Figma file.
  2. The splash image and text are supplied.
