`rat_config.yaml` gets updated automatically

Currently after running RAT successfully, the start date is automatically changed to the last run's actual start date (with spin up, if option is true). Should this be the intended behavior, or should we not change the start date by default. In my opinion, only changing the date when specifically run in operational mode using the -O flag makes more sense.
Example:
I ran RAT from 2019-01-01 to 2022-12-31 for gunnison, and after finishing the run the start option in rat_config.yaml was automatically updated to 2016-07-25.
