Tibl registry

Completely useless but :

Have a tibl registry listing sites that use tibl ?
It could be a tibl notify that adds a line somewhere.

To do it, we need some server that's running (eww) :

How

• User issues a tibl notify. It asks for site location
• It fires some request to a heroku/docker thingy that runs tibl and tibl-client
• The thingy ensures that the url is running tibl (add cms/generator metadata in the html)
• If it's ok, updates the tibl registry
