ScrollSnap added more ScrollSnapScrollbarHelper to Scrollbar

Because ScrollSnap can excute in editor mode, so it added more ScrollSnapScrollbarHelper to Scrollbar.

Looks like that component needs the DisallowMultiple editor flag

Updated ScrollSnapScrollbarHelper to only be added in the scene per object once
