[Feature] Disable turbo for mudras

I love using the turbo feature in ReAction. But certain skills that have a low GCD (like MNK meditate and especially NIN mudras) will be turbo'd too, making jobs like NIN unplayable as you will spam your mudras and accidentally press them twice, leading to a lot of accidental rabbit mediums.

I propose a solution that just disables turbo on particular actions like mudras and mediate would solve this issue.
