Describe the bug
Many of the UI static text instances and in the email are not localized.
Software Versions
- DNN: 09.10.02
- Provider: 01.00.01
To Reproduce
Steps to reproduce the behavior:

Expected behavior
All static text should be loaded from the localization resource files.
Actual behavior
About half were coming from the resource files.
