Modelling scenarios related to bronwfield areas

Scenarios 4 and 5 (in the current scheme, see internal documentation) are connected to changes in brownfield areas.
This issue is to adapt the code in /engine/scenario_modelling.ipynb to describe the above scenarios.
Steps in mind:
- identify brownfield areas from https://www.planning.data.gov.uk/map/
- match the areas above to overlapping OAs
- change OAs values for the interested variables categories (IE let's start from signature__type and greenspace)
- run the notebook and see changes to the basic scenario
