Radio command to start Carrier recovery operations

Situation :

The CV is set up somewhere in the ocean, doing whatever CVs do when they're left alone (I don't want to know !).

Usecase:

1. The user chooses a CV ops/Start recovery radio menu
2. The CV automatically starts sailing into the wind at 25 kn
3. It sends a radio message to all giving its recovery course, and speed
4. Planes land, ad-lib
5. The user (not necessarily the same) chooses a CV ops/End recovery radio menu
6. The CV automatically starts sailing back to its starting point at full speed
7. It sends a radio message to all "end of recovery operations, returning to , ETA "
