📦 Feature - Grouped Roles

A replacement issue for #265, this reduces the scope of the idea by having only one layer of groupings for roles. Each layer would have equal permissions to each other, allowing for a non linear role hierarchy to be finally achievable. This would greatly benefit planets be being able to have powerful permissions like banning members be unable to be done on members with a role in the same group as the moderator role.
